Born in Zgharta in 1964. Has a Law degree from the Lebanese University. Earned two certificates in arbitration from the Arab Arbitration Institute in Cairo and the international arbitration in London. Occupied several positions within Marada Movement.

Appointed as Minster of transportation in 31 December 2016 till 31 January 2020. He was sanctioned by the United States Treasury under the Magnitsky Act over “corruption” and “leveraging political power for financial gain”.

Recently has been under scrutiny since, as Minister of Public Works and Transportation at the time, he had been responsible for dealing with the 2,750 tons of ammonium nitrate offloaded in Hangar 12 .
